Santa Rosa is doubling down on its emergence as a key urban hub in southern Luzon, formalizing plans for a new civic complex inside Ayala Land’s Metro Nuvali estate.

Ceci Realty Inc. and the Santa Rosa city government, led by Mayor Arlene Arcillas, signed a Deed of Donation securing land for the planned civic complex. The project sits within a broader 60-hectare Civic District, part of a 200-hectare central business district rising inside Metro Nuvali.

The development reflects intensifying investment in institutional infrastructure across Calabarzon, one of the Philippines’ fastest-growing regions. As population and business activity expand outside Metro Manila, demand is rising for decentralized government and civic services.
