Residential developers ramp up push for housing reforms

The country’s largest housing developers group is intensifying calls for faster regulatory reforms and stronger public-private coordination as the Philippines faces a projected housing need of 3.7 million units through 2028.

Why it matters

Industry leaders say delays in permits, financing, and policy alignment continue to slow housing delivery despite rising demand, particularly in the affordable and socialized housing segments.

The Subdivision and Housing Developers Association (SHDA), which marks its 56th anniversary on May 20, said closer coordination among developers, government agencies, and financing institutions is now critical to accelerating housing production nationwide.

“At 56, SHDA stands at the convergence of legacy and urgency,” Francis Richmond Z. Villegas,  chair of SHDA, said in a press statement. 

“The work of making housing affordable, sustainable, and accessible to every Filipino is far from finished, and it is work that none of us can do alone. As we face challenging times in both the global and local landscape, we are reminded not to lose sight of our goals and to continue moving Onward Together,” Villegas added.

The backdrop

SHDA has been actively participating in technical working groups under the Department of Human Settlements and Urban Development, including discussions tied to the Expanded Pambansang Pabahay Para sa Pilipino Program, permit streamlining, and socialized housing price ceilings.

The organization also worked with the Anti-Red Tape Authority on reforms intended to simplify permitting and licensing processes for housing developments.

“The progress we have seen in the past year on price ceilings and regulatory streamlining is a testament to what genuine dialogue can accomplish,” said SHDA national resident Kerwin Padua. 

“These outcomes did not happen overnight. They are the result of sustained engagement, Technical working group meetings, regional consultations, committee hearings, and frank conversations with our government partners.”

By the numbers

SHDA has grown into a 350-member organization with eight regional chapters. The group said its members account for around 80 percent of homes produced annually in the Philippines.

SHDA’s anniversary gathering will be held on May 20, 2026, at Marquis Events Place in Bonifacio Global City, bringing together developers, regulators, and industry stakeholders to discuss policy coordination, financing, and sustainability initiatives across the housing sector. —Vanessa Hidalgo | Ed: Corrie S.
