Maharlika Investment Corp. chief Rafael “Joel” Consing Jr. is preparing to step down when his three-year term as president and CEO ends.

Consing broke the news to employees during a recent internal town hall meeting, according to sources.

The former chief financial officer of tycoon Enrique Razon Jr.’s International Container Terminal Services Inc. couldn't be immediately reached for comment. 

One insider noted that Consing dealt with health concerns sometime last year but has since recovered well.

Appointed in November 2023, the business executive was brought in with the formidable task of getting the country’s first sovereign wealth fund off the ground.

This also meant building an organization from scratch and deploying billions under the unforgiving spotlight cast on a polarizing government startup.

During his tenure, Consing oversaw Maharlika’s investment in the take-private deal that led to the delisting of tycoon Eusebio Tanco-led Asian Terminals Inc.

Other deals included a P15-billion credit facility for Petron Corp. to bolster energy security during the early weeks of the US-Iran war.

In the first half of 2026, the fund booked P2.69 billion in comprehensive income as its deployed capital reached P24.7 billion.

No successor has been officially named, although insiders are watching Finance Undersecretary Ma. Angela Ignacio, who sits on the MIC board as an alternate representative of its chair, Finance Secretary Frederick Go, as a possible interim replacement. 

One loose end Consing leaves behind is Maharlika’s delayed investment in National Grid Corp. of the Philippines through listed parent Synergy Grid & Development Phils.

With delays mounting, questions are growing over whether this deal ever crosses the finish line.
