The initial batch will include 39 cadets from Airworks’ Cebu Pacific Cadet Pilot Program. The training will be conducted using Topflite Academy’s Cessna 152 Aerobat, giving students first-hand experience in recognizing and recovering from in-flight upsets — one of the most critical skills for modern pilots.
Why it matters
The UPRT program was first mandated by the International Civil Aviation Organization (ICAO) in 2019 following data showing that aircraft upsets are a leading cause of fatal air accidents. The Civil Aviation Authority of the Philippines (CAAP) has since been rolling out implementation for all local flight schools.
Topflite and Airworks received special authorization from CAAP to conduct the training at Airworks’ base at Mactan-Cebu International Airport beginning October 2025.
The bigger picture
The UPRT initiative is a key element of ongoing efforts to enhance pilot competency and flight safety across Asia-Pacific. It represents a growing trend among Philippine flight schools to align with ICAO’s international safety standards.
Training will be led by Captain Leah Ruby “Chiclet” Pecson, Topflite Academy’s UPRT instructor and the first female UPRT instructor in the country.
