New NAIA management tightens airport VIP service protocols ‘to curb misuse’

New NAIA Infrastructure Corp. (NNIC), the operator of Ninoy Aquino International Airport (NAIA), has rolled out a new protocol for handling VIP services to curb misuse and enhance operational efficiency.

In a statement, the firm said the updated procedures — effective immediately — aim to address the misuse of courtesies previously accessible for P800, which allowed any passenger to bypass regular airport processes.

The new VIP fee will be raised to P8,000 to discourage would-be VIPs from abusing the scheme, a company official said, adding that the long-term goal is to improve NAIA's overall experience for all passengers to the point where expedited  services will no longer be needed by anyone.

The new measures replace all prior arrangements and introduce stricter guidelines for accessing VIP courtesies, which are now reserved for dignitaries, officials with critical roles, and other important persons.

Under the new protocol, only NNIC’s designated VIP Assistance Personnel will handle courtesies and accommodations.

Non-passengers are no longer allowed to provide meet-and-greet services or accompany departing VIPs and important persons.

Additionally, the number of people in VIP entourages will be limited to essential personnel to streamline processing and reduce disruptions.

The protocol also eliminates the annual pass system, instead assessing facilitation access on a case-by-case basis.

To discourage non-essential use, NNIC will introduce tiered fees for passengers who are not classified as VIPs or important persons but seek similar services, such as international performers and high-profile individuals.

This approach aligns with global standards, where premium services are priced higher to manage demand and ensure availability for those with genuine need.

NNIC emphasized that these changes are designed to bolster security, optimize logistics, and align NAIA with International Civil Aviation Organization standards.

The reforms reflect the company’s commitment to providing a fair and efficient airport experience while maintaining necessary accommodations for high-ranking officials, foreign dignitaries, and others with critical roles, it said.
