Aboitiz begins Laguindingan Airport handover process ahead of April 2025 takeover

Aboitiz InfraCapital Inc. (AIC) has commenced the phased handover of facilities, land, and buildings at Laguindingan International Airport as part of its official assumption of operations in April 2025. This transition is part of the company’s broader strategy to modernize and expand the country’s sixth-busiest gateway, the company said in a statement.

The initiative supports AIC’s long-term plans to transform the Mindanao-based facility into a more modern, efficient hub that can accommodate increasing air traffic and stimulate regional development.

“We are committed to delivering an efficient and well-managed transition process that paves the way for the modernization of Laguindingan International Airport,” said AIC president and CEO Cosette Canilao. “Our goal is to enhance the gateway’s infrastructure and services to meet the growing demands of travelers and businesses.”

The Laguindingan handover follows the signing of a P12.75-billion concession agreement in October 2024 between AIC, the Department of Transportation, and the Civil Aviation Authority of the Philippines. Under the terms, AIC will upgrade, operate, and maintain the airport over a 30-year period.

AIC vice president for airports business Rafael Aboitiz said the project aligns with the company’s objective of raising aviation standards in the country.

“Our vision for Laguindingan International Airport is to create a world-class gateway that will drive economic progress and connectivity for Mindanao. This project is a key milestone in our goal of elevating Philippine aviation standards and delivering an exceptional Filipino brand of hospitality and service,” he said.

The handover will be conducted in phases to ensure continuity of airport operations while minimizing disruption. Current facilities include a 7,184-square-meter passenger terminal, a 350-square-meter cargo terminal, and various support buildings including an air traffic control tower, car parks, and utilities infrastructure.

Planned improvements include expansion and renovation of the passenger terminal, installation of modern equipment, and upgrades to both airside and landside systems. Once completed, the airport’s annual capacity is expected to grow from 1.6 million passengers to 3.9 million in the first phase, with further expansion to 6.3 million depending on future demand.

The Laguindingan project is the first airport public-private partnership awarded via unsolicited proposal under the current administration. It is also one of two airport concessions recently secured by AIC. The other is for Bohol-Panglao International Airport, where AIC is scheduled to take over operations in June 2025.

AIC also operates Mactan-Cebu International Airport, currently the second busiest in the country, and holds a 4-star rating from global aviation consultancy Skytrax.

These developments are part of the Aboitiz Group’s broader “techglomerate” strategy to integrate infrastructure and digital innovation to support national growth, the company said.
