Manila airport still among Asia’s cheapest after Sept. 2025 passenger fee hike

Manila’s Ninoy Aquino International Airport (NAIA) will continue to be one of the most affordable major airports in Asia even after the previously announced hike in passenger fees takes effect in the third quarter of next year.

According to an article in Singapore’s Straits Times published last Friday, starting September 2025, NAIA’s terminal fees for international flights will rise from P550 to P950 or the equivalent of around $16.25.

Passenger fees for domestic flights, meanwhile, will increase from P200 to P390.

In comparison, Singapore’s Changi Airport — consistently rated as one of the world’s best airports — plans to incrementally raise its fees, reaching a total of S$79.20 (approximately P3,500 or about $60) by April 2030.

Even after the September 2025 fee increase, NAIA’s charges will remain significantly lower than those of other major regional hubs. This cost advantage is expected to continue attracting budget-conscious travelers and airlines, bolstering Manila’s position as a competitive gateway in Southeast Asia.

Hong Kong International Airport currently charges $34-$45 per passenger before the progressive fee hikes starting next year. Bangkok charges $22.60, Seoul’s Incheon Airport at $18, while Dubai charges $34 per passenger. Amsterdam’s Schiphol Airport currently levies a fee of $100 per passenger before the price hikes begin next year.

The fee adjustments at NAIA form part of a broader initiative to fund infrastructure improvements and enhance passenger services. The New NAIA Infra Corp.  (NNIC) has emphasized that these changes are necessary to support the airport’s modernization efforts and to maintain safety and service standards.

The higher fees that will come into effect in the third quarter of 2025 is part of the government's mandated increases under the Asian Development Bank-approved concession agreement with whichever private firm won the bidding to operate the country's main aviation gateway. 

While the fee increase may have a modest impact on travelers, NAIA’s relatively low charges compared to other major airports in the region are likely to sustain its appeal among passengers seeking cost-effective travel options, its officials explained.

This pricing, coupled with ongoing infrastructure developments, positions NAIA to remain a vital hub in the region’s aviation landscape.
