Maxicare taps GSIS, Billease to widen healthcare access

High healthcare costs and rising living expenses are prompting healthcare providers to rethink how Filipinos pay for medical coverage, with Maxicare pursuing partnerships that combine health plans with more flexible financing options for government employees and retail consumers.

Why it matters

Maxicare has signed separate agreements with the Government Service Insurance System (GSIS) and digital consumer finance platform Billease to address affordability barriers that often discourage Filipinos from securing healthcare coverage.

The details

Under a memorandum of agreement with GSIS, Maxicare became the first accredited HMO provider for the GSIS Ginhawa Health Assistance Loan (G-HEALTH) Program. 

Anchored on Executive Order Nos. 64 (2024) and 95 (2025), the initiative enables qualified government employees to maximize their medical allowance through Maxicare HMO products and clinic services, with GSIS providing financing for premium payments. Eligible members will be able to enroll through the GSIS Touch mobile application. 

“We're very, very proud to be part of this," said Maxicare Group president and chief executive officer Christian Argos said in a press statement. 

“Our goal with this partnership is to give every single government employee a choice to get better healthcare benefits,” he added.

Seamless digital payment plans

Maxicare also partnered with Billease to integrate its PRIMA prepaid healthcare plans into the consumer finance platform's marketplace. 

The arrangement allows eligible customers to purchase healthcare products through installment payment options with real-time credit approvals, targeting Filipinos who may delay preventive care because of financial constraints.

“Billease is the ideal partner in upgrading our healthcare through more convenient, flexible payment solutions that make our services and products more accessible to members,” Argos said. 

“This partnership is a testament to how healthcare and financial technology can unite to address traditional barriers to medical security, ensuring that high-quality medical coverage is within everyone’s reach,” he added. 

By the numbers

Under the GSIS partnership, eligible principals and dependents may receive up to P150,000 Annual Benefit Limit depending on the selected plan. 

Maxicare's PRIMA products, meanwhile, provide outpatient and preventive care benefits, including consultations, laboratory tests, diagnostics, and selected specialized services, depending on the package.
