Ajinomoto Philippines Corp. has broken ground on a 16-hectare manufacturing facility at TARI Estate in Tarlac City, marking one of the largest recent food manufacturing investments in Central Luzon and signaling how industrial expansion in the Philippines is evolving.

The facility, valued at around P9.1 billion, is expected to begin full operations by April 2028, according to Aboitiz Economic Estates. 

The investment reflects growing confidence among global manufacturers in the Philippines’ consumption-driven economy and highlights the increasing importance of regional industrial hubs outside traditional centers in South Luzon.

Why it matters

Manufacturing location strategies are shifting beyond labor costs and proximity to ports. Companies are now prioritizing long-term scalability, operational continuity, and faster access to domestic demand centers.

Ajinomoto’s expansion into Tarlac underscores this trend as manufacturers seek to position operations closer to consumers while reducing congestion-related constraints associated with Metro Manila and older industrial zones.

The bigger picture

Central Luzon is increasingly becoming a strategic industrial corridor due to infrastructure upgrades and logistics connectivity.

Tarlac offers access to more than 64 million consumers across Luzon while maintaining proximity to Metro Manila. The area also benefits from expressway networks and access to Clark International Airport, helping support faster fulfillment and supply chain responsiveness for domestic-oriented manufacturers.

The development also reflects the government and private sector push toward decentralization, with emerging corridors absorbing new industrial investments previously concentrated in Southern Luzon.

What Aboitiz is building

Aboitiz Economic Estates said TARI Estate is designed as an integrated industrial platform rather than a standalone economic zone.

The 384-hectare PEZA-registered estate combines industrial, commercial, residential, and institutional components aimed at supporting long-term manufacturing operations and workforce sustainability. Across its portfolio, Aboitiz Economic Estates said it has facilitated P175.4 billion in investments and supported more than 100,000 jobs.

“Ajinomoto Philippines’ investment reflects how manufacturers are planning for long-term growth—prioritizing scale, proximity to demand, and operational continuity,” Rafael Fernandez de Mesa, president and chief executive officer of Aboitiz Economic Estates and Aboitiz Land, said in a press statement on May 8, 2026.

What’s next

Ajinomoto’s entry into TARI Estate could help accelerate cluster formation in Central Luzon, particularly for food and beverage manufacturers looking for expansion capacity outside legacy industrial hubs.
