In a memorandum dated July 7, 2025, Pagcor directed all licensees, suppliers, gaming venue operators, and system administrators to comply with the new directive, covering both static and digital materials.
“All advertisements must have been taken down by Aug. 15, 2025 (Friday),” Pagcor said in the memo signed by Ma. Vina Claudette P. Oca and Atty. Jeremy B. Luglug, assistant vice presidents of the Gaming Licensing Development and Electronic Gaming Licensing Departments, respectively.
What’s required
Licensees must first submit an inventory of all billboard and wallscape ads by July 16, 2025, detailing their size, location, material type, rental expiry, and corresponding ASC number.
The order also includes ads on vehicles such as trains, buses, jeepneys, and taxis. A report on the status of removal must be filed using Pagcor’s prescribed template.
No automatic replacements
Pagcor emphasized that no replacement ads may be installed in the vacated spaces unless they are for institutional or responsible gaming purposes, and only with prior approval.
“Additional details and instructions regarding this will be provided in a separate notice,” Pagcor said.
The bottom line
The sweeping ban on gambling-related outdoor advertising marks a significant tightening of public visibility rules for the gaming sector, signaling a shift toward more tightly controlled promotional practices.
