The power distributor has started the Competitive Selection Process (CSP) for 600 megawatts (MW) of baseload capacity following the issuance of a Certificate of Conformity by the Department of Energy (DOE).
The approval came after more than a year of review and forms part of Meralco's latest DOE-approved and accepted Power Supply Procurement Plan.
Supply security
Under the planned 15-year Power Supply Agreement (PSA), the winning bidder will provide 300 MW of capacity beginning Feb. 26, 2028. An additional 300 MW will be supplied by Feb. 26, 2029, subject to approval by the Energy Regulatory Commission.
Through its bids and awards committee for PSAs, Meralco is inviting power generation companies to submit expressions of interest by July 14.
The pre-bid conference is scheduled for July 28, while the deadline for bid submissions is set for Sept. 1.
Open bidding
Meralco said the procurement process will be technology-neutral, allowing all power generation technologies that meet the technical and commercial requirements to participate.
The bidding will be conducted in accordance with the Terms of Reference and Invitation to Bid and will comply with the DOE's Energy Mix Policy under Department Circular No. DC2026-02-0005.
The utility said the CSP is designed to procure power supply through an open and competitive process based on least-cost parameters, helping secure reliable electricity supply while keeping rates competitive for consumers.

"This CSP forms part of Meralco's continuing commitment to securing reliable, adequate, and competitively priced power supply for customers through a transparent and competitive procurement process," Meralco BAC-PSA chair Lawrence S. Fernandez said.
