GSIS, MMDA partner to use properties for traffic solutions and rider safety

The Government Service Insurance System (GSIS) and the Metropolitan Manila Development Authority (MMDA) signed an agreement on Dec. 18, extending the MMDA’s use of GSIS properties for initiatives aimed at improving urban traffic management and promoting road safety.

The agreement — signed by GSIS President and General Manager Wick Veloso, MMDA Chair Romando Artes, and witnessed by MMDA General Manager Procopio Lipana — underscores the collaboration between the two agencies to maximize government resources for public benefit.

Under the agreement:

  • The Julia Vargas property will continue hosting the MMDA Motorcycle Riding Academy, focusing on road safety education for motorcyclists. The site will also temporarily house MMDA personnel affected by ongoing office construction.
  • The Tumana property in Marikina will become a hub for MMDA’s traffic management operations, including vehicle impounding and enforcement activities.

“In 2015, what began as a simple property arrangement between GSIS and MMDA has now evolved into a powerful example of what government agencies can achieve when they work in true partnership,” Veloso said. “Today, we are not just signing agreements – we are building a blueprint for more responsive, efficient urban governance.”

He emphasized the alignment of the partnership with the administration’s whole-of-government approach, maximizing resources to deliver impactful results.

The partnership comes as Metro Manila prepares for major infrastructure projects like the Metro Manila Subway and Quezon City Integrated Transport Hub. Veloso noted that such collaborations set a benchmark for smarter urban development.

"This is about reimagining how government can work smarter and have a greater impact in serving the public interest," Veloso said.

The ceremonial signing, attended by GSIS executives and MMDA officials, reinforced the importance of inter-agency efforts in addressing Metro Manila’s urban challenges, from traffic congestion to road safety.
