Nearly 60km of New Clark City roads set for completion by end-2025

New Clark City is fast becoming the blueprint for future-ready urban development — and its roads are paving the way. In its drive to supercharge infrastructure and attract global investors, the Bases Conversion and Development Authority (BCDA) is accelerating the rollout of transport and utility corridors, with nearly 60 kilometers of roads set for completion by the end of 2025. 

This bold expansion promises to strengthen connectivity, support business locators, and power the growth of the country’s first smart and sustainable metropolis.

40% of the 148.44-km target

The planned road network will span 57.18 kilometers by next year, accounting for almost 40 percent of the city’s target 148.44-kilometer total road length. The expansion not only supports growing demand from institutional, residential, and commercial developments but also reinforces New Clark City’s reputation as a premier investment hub in Southeast Asia.

“One of the main elements that make Clark so attractive to investors is its unmatched connectivity, supported by its own international airport, a nearby seaport, and major expressways,” said BCDA President and CEO Joshua M. Bingcang in a statement.

“But we need to further build on this connectivity and invest more in infrastructure. By doing this, we can create the scale to make us more competitive against our neighbors,” he added.

For multi-modal transport

The city’s roads are designed for multi-modal transport, featuring bike and pedestrian lanes, solar-powered street lights, linear parks, and slope protection — with underground utility corridors to meet current and future demands. These developments align with BCDA’s commitment to building sustainable and inclusive urban spaces.

As of November 2024, 41.48 kilometers of roads have been completed. This includes a 12-kilometer access road linking New Clark City to the Subic-Clark-Tarlac Expressway (SCTEX) and the 19.8-kilometer One Clark Boulevard, which connects to Clark International Airport.

Additional packages 

Another 15.7 kilometers are under construction, highlighted by Connecting Road Package 2, a 10.1-kilometer route serving the city’s industrial area, the Virology and Vaccine Institute of the Philippines, and the Bangko Sentral ng Pilipinas Complex. 

Additional packages totaling 14.2 kilometers are slated for bidding, along with new connections to the city’s sports complex, residential zones, and river park.

Spanning 9,450 hectares, New Clark City is envisioned to house 1.2 million residents and a 600,000-strong workforce. Its growing road network will form the backbone of a transit-oriented development that connects the Clark Freeport Zone with neighboring areas — driving future investment, sustainability, and inclusive growth. — Ed: Corrie S.
