Globe honors ARTA’s Ernesto Perez for driving digital transformation, inclusion

For Secretary Ernesto V. Perez, Director General of the Anti-Red Tape Authority (ARTA), advancing digital inclusion is not just a policy goal—it is an imperative. 

He believes that in a rapidly digitalizing world, reliable connectivity has the power to transform industries, generate jobs, and enhance the quality of life for millions of Filipinos.

“Connectivity is the backbone of the modern economy. By investing in connectivity today, we can prepare for a future where technology is seamlessly integrated into every aspect of our lives,” Perez emphasized.

Globe Connectivity Champion awardee

Recognizing his leadership in expanding internet access, Globe recently named Perez as the inaugural recipient of the Connectivity Champions’ Digital Transformation Award. The ARTA chief has spearheaded reforms that remove excessive charges imposed on telecommunications firms by local government units (LGUs) and simplify permit applications for telecom infrastructure development.

At the heart of these efforts is Executive Order No. 32, which streamlines the permitting process for telcos. Under Perez’s leadership, ARTA has worked to eliminate bureaucratic bottlenecks, allowing service providers to roll out infrastructure faster and at lower costs, ultimately benefiting underserved communities.

Perez has also collaborated with the Private Sector Advisory Council to digitize telecom permits, further expediting approval processes. He underscores the vital role of government-private sector partnerships in ensuring equitable digital access.

Infrastructure, digital literacy programs

By working together, we can accelerate high-speed internet deployment, reduce costs, and expand coverage to underserved areas,” Perez explained.

Beyond infrastructure, Perez champions digital literacy programs, particularly for marginalized communities, ensuring that Filipinos not only gain access to connectivity but also possess the skills to harness technology for education, employment, and business.

His work aligns with the Marcos administration’s digitalization agenda, which prioritizes efficiency, transparency, and the adoption of digital platforms for public services.

Globe, which shares these goals, launched the Connectivity Champions initiative to honor individuals driving digital access. Michelle Ora, Globe VP and head of strategic partnerships and programs, highlighted the importance of recognizing leaders like Perez.

“Through Connectivity Champions, we hope to amplify the efforts of those who go above and beyond to push for reliable and equitable connectivity,” she said.
