Manila Water grows network, keeps water loss below 15%

As urban demand for clean water continues to rise, Manila Water’s sustained infrastructure expansion highlights how utilities can scale access while maintaining operational efficiency.

What’s happening

From January to November 2025, Manila Water installed 19,421 new water service connections, bringing the total number of connections across its East Zone concession area to 1,213,213 since 1997.

The expansion underscores the company’s ongoing push to meet growing demand for safe and reliable water services in Metro Manila and Rizal.

By the numbers

  • 19,421 new water connections added (Jan–Nov 2025)
  • 92.59 kilometers of new water pipelines installed in the same period
  • 5,656.23 kilometers total water network length
  • Below 15% average non-revenue water level
  • Over 7.8 million customers served in the East Zone

How it works

The expansion is supported by a steadily growing pipeline network and strong operational controls. Manila Water’s non-revenue water (NRW)—which includes losses from leaks and illegal connections—has consistently averaged below 15 percent, a level comparable with utilities in developed countries.

Keeping NRW low allows the company to maximize available supply, maintain system pressure, and deliver 24/7 water service to customers.

“Our sustained expansion and operational efficiency reflect Manila Water’s commitment to delivering safe, reliable water service to every customer,” said Jeric Sevilla, corporate communication affairs group director of Manila Water.
