He said the measure’s Implementing Rules and Regulations alone cannot ensure the needed scrutiny without a legally mandated national security vetting process.
Honasan’s comments were made via a statement from The Philippine Chamber of Telecommunication Operators.
The former DICT chief also cautioned that such gaps could expose the country to data breaches, cyberattacks, and service disruptions that threaten public safety, economic stability, and sovereignty.
He urged lawmakers to include strict provisions in the bill for legal accountability, enforceable penalties, and state authority to take over critical infrastructure during emergencies.
Honasan also warned that foreign-owned operators with offshore infrastructure may evade these emergency powers, leaving the government without control in times of crisis.
