The project, a result of a successful public-private partnership (PPP), is set to boost local commerce, generate jobs, and drive economic growth in Liloan.
The three-story Bay Mall will feature Robinsons Supermarket as its anchor tenant, along with food stations, wellness centers, financial services, and specialty stores across its first two floors.
BPO-focused project
The third floor will house Liloan’s pioneering information technology–business process outsourcing (IT-BPO) offices, marking a milestone for local employment and commercial growth.
As part of its long-term strategy, Top Line plans to interconnect Bay Mall with the smart port of Pier 88, enhancing synergy and accessibility between developments. This partnership solidifies Liloan’s position as a progressive hub for business, trade, and employment in the region.

“The third floor is basically for the IT-BPO space for the area. If you want to work in a BPO company which is usually all in Cebu City, those in Northern Cebu will now have the option to work here which is a game-changer moving forward,” Top Line president and CEO Eugene Erik Lim said.
“There will be free shuttle service that interconnects the two developments. If you want to shop at Bay Mall, there is a free shuttle service for those going in and out of the two developments. If you are a customer, you can enjoy going to the port and the mall and vice versa,” he added.
Proximity to the coast
Strategically developed on municipal land near the coastline, Bay Mall taps into Liloan’s fast-growing real estate and trade sectors.
