Cebu ports restore regular charges as fuel relief ends

CEBU CITY— Domestic shipping and cargo handling operators will no longer enjoy discounted port charges after the Cebu Ports Authority (CPA) ended temporary relief measures introduced during the fuel crisis.

The move marks the conclusion of a program aimed at helping industry stakeholders cope with elevated fuel costs.

In an advisory issued Wednesday, CPA port manager Francisco Comendador said temporary discounts granted under Memorandum Circular No. 04, Series of 2026, will expire on June 17, 2026, ending a two-month relief measure aimed at helping the domestic shipping industry cope with rising fuel costs. 

Incentives

The incentives included a 40-percent discount on berthing and anchorage fees for domestic vessels. 

The circular, titled “Discounts and Suspension on the Collection of Port Dues to Mitigate the Impact of the Ongoing Fuel Crisis Affecting the Domestic Shipping Industry,” provided reduced port dues for shipping operators amid rising fuel costs.

The CPA suspended the collection of  RoRo Wharfage fees for cargo vehicles transporting purely agricultural products,  covering six-wheelers, eight-wheelers, tank lorries, and 10-wheelers as well as terminal fees, single entry pass and watering and bunkering permit charges.

Regular rates resume

Beginning June 18, regular port charges will again be imposed as fuel prices have started to stabilize following recent fluctuations in global oil markets. 

In the meantime, the 50-percent discount on the remittance of domestic cargo handling shares under MC No. 05-2026 will remain in effect until July 10.

The advisory did not provide an explanation for the 22-day extension.

The temporary measures were introduced earlier this year to help ease the burden on the domestic shipping and cargo handling sectors as fuel prices fluctuated amid escalating tensions in the Middle East. —Ed: Corrie S. Narisma
