Insider Spotlight
The initiative will allow eligible SSS members to apply for loans through RCBC DiskarTech, receive funds instantly upon approval, and manage repayments within the app. The offering is positioned as an alternative to informal lenders that often charge high costs.
Why it matters
Millions of Filipino workers remain outside the formal banking system, limiting access to credit and financial tools. By embedding loan services into a government-linked platform, RCBC and SSS aim to close that gap while steering users away from predatory lending.
The announcement coincided with the launch of the “Simula na ng Diskarte” campaign held on March 26, 2026 at the SSS Diliman branch in Quezon City, marking the start of a nationwide push to onboard members into digital finance.
This report is based on a company release outlining the partnership and its planned rollout.
The big picture
RCBC is pairing digital tools with physical touchpoints across SSS offices to guide first-time users. These hubs will help members open accounts, access the MySSS Card, and learn how to use services such as savings, bills payment, remittances, and loans.
Members will gain access to three integrated services: MySSS account management, DiskarTech digital banking, and a Mastercard debit card for cashless transactions.
“Through this partnership with RCBC, we are not only modernizing how our members access financial services but also ensuring that no Filipino worker is left behind in the digital economy,” said SSS president and CEO Robert Joseph M. de Claro.
What they’re saying
“Physical spaces are still pivotal and transformative to the digital banking journey of a majority of Filipinos,” said Lito Villanueva, RCBC executive vice president and chief innovations and inclusion officer.
“This initiative humanizes the digital banking onboarding experience,” Villanueva added.
