PLDT Enterprise backs Cebu’s digital transformation

CEBU CITY—The Cebu provincial government is strengthening its digital infrastructure to speed up coordination, improve workforce productivity and make public services more responsive to constituents.

The province has adopted connectivity, mobility and collaboration solutions from PLDT Enterprise as part of its broader digital transformation program, which includes a province-wide framework for digitizing government services.

The technologies include iGate connectivity, Smart Corporate Lines and Microsoft 365, which was deployed and enabled by ePLDT, the PLDT Group’s information and communications technology subsidiary, the telco said in a statement.

Cebu Gov. Pamela Baricuatro said improving the province’s digital capabilities was part of efforts to modernize government operations.

“This collaboration underscores Cebu’s continued effort to modernize government systems and adopt digital tools that support better service delivery across the province. As the Province of Cebu continues its digital transformation journey, the partnership with PLDT Enterprise reflects a shared vision of using technology to improve how the government works—making public services more connected, productive, and responsive to the needs of the people,” Baricuatro said.

Digital framework

The push builds on the Cebu Province Digital Services Act of 2025, which established a province-wide framework aimed at streamlining government transactions, strengthening data protection and improving the quality and accessibility of public services.

The province also created the Provincial Information and Communications Technology Council, which serves as its policy-making and coordinating body for ICT development.

Under the PLDT Enterprise arrangement, iGate provides high-speed connectivity designed to support stable access to digital services and business continuity.

Microsoft 365, meanwhile, gives provincial government personnel access to digital tools for collaboration, communication and workflow management, while Smart Corporate Lines provide mobility services.

PLDT vice president and head of domestic enterprise business, regional and commercial Javier Lagdameo said reliable digital infrastructure was increasingly important for local governments.

“For a province as dynamic as Cebu, reliable digital infrastructure is essential to keeping public service moving,” Lagdameo said.

“Through this partnership, we are helping provide the connectivity and collaboration tools that allow government teams to work more seamlessly, serve constituents more efficiently, and build a stronger foundation for Cebu’s continued growth,” he added.

Public services

The digital tools are expected to help provincial government offices coordinate more quickly, streamline internal processes and improve their ability to respond to constituents.

PLDT Enterprise CRM head Ma. Hazel Amoyan said the company was supporting local governments in establishing stronger digital foundations for governance and public service.

“Through reliable connectivity, collaboration tools, and mobility solutions, we aim to help enable more efficient operations and more responsive service delivery for the Province of Cebu,” Amoyan said.

She added that PLDT Enterprise intended to bring similar digital solutions to other provinces across the country.

For Cebu, the digitalization program is also aimed at supporting transparency and accessibility as more government processes and services move online.

The province expects stronger connectivity and collaborative tools to help improve internal efficiency while providing the digital infrastructure needed to expand citizen-facing services.
