The Manila Electric Company (Meralco) has launched a Competitive Selection Process (CSP) to secure 400 megawatts (MW) of electricity supply to meet increasing energy demands starting next year.

This initiative follows the Department of Energy’s approval of Meralco’s latest Power Supply Procurement Plan, the company said in a statement.

The 15-year power supply agreement for mid-merit requirements is slated to begin on August 26, 2025.

What are mid-merit plants?

“Mid-merit” load power plants are those that fill the gap between base load and peaking plants. Compared to peaking plants, mid-merit plants are larger, so their construction costs are higher. At the same time, however, their operational costs are cheaper as they run more efficiently. In general, they run at a production capacity of between 23% to 67%, and many of them are powered by natural gas.

DOE support

The DOE has encouraged natural-gas fired power plants to participate in Meralco’s CSP, prioritizing the use of indigenous natural gas.

Interested power generation companies must submit their expressions of interest by July 1, 2024. The pre-bid conference will be held on July 11, with the bid submission deadline set for August 9, 2024.

Meralco is also conducting two other CSPs for an additional 500 MW of renewable energy capacity and 600 MW of base load supply.

“This CSP is part of Meralco’s commitment to ensuring reliable, sufficient, and cost-competitive power for customers,” Meralco bidding chair Lawrence Fernandez said.
