Tycoon Razon taps Manila Water CEO Jocot de Dios to run new gas business

Tycoon Enrique Razon Jr.'s Prime Infrastructure Capital is accelerating its energy push with a major succession move, appointing veteran executive Jose Victor Emmanuel “Jocot” de Dios to lead its newly acquired gas business under Prime CoreGen. 

The shift triggers a parallel transition at Manila Water, where de Dios will step down at the end of 2025 after four years as CEO to complete the handover.

His move comes after Prime Infra’s acquisition of First Gen’s gas portfolio, which includes the Santa Rita, San Lorenzo, San Gabriel, and Avion plants, plus the proposed 1,200-MW Santa Maria project and the Offshore LNG terminal.

“These strategic leadership changes ensure we have the right team in place to drive growth across our water and gas portfolio. Our focus remains on running strong operations and delivering essential infrastructure that supports the country’s development,” said Prime Infra president and CEO Guillaume Lucci.

De Dios brings deep sector experience to the gas platform: he served as Department of Energy undersecretary, founded the Natural Gas Office, chaired PNOC-EC, led Australian explorer Nido Petroleum, and previously headed GE Philippines across multiple business lines.

Taking over Manila Water on January 1, 2026 is Roberto Jose “Boj” Locsin, who oversees administrative functions and international operations while pushing performance improvements across subsidiaries.

Locsin has played a central role since Prime Infra became a shareholder, driving operations cost cuts, system upgrades, and embedding a stronger performance-driven culture across the utility.

Before Manila Water, Locsin was CEO of Philippine Growth Terminals under International Container Terminal Services Inc. (ICTSI), overseeing the Subic and Cagayan de Oro ports.
