Top Line targets Cebu’s motorcycle market after Total acquisition

The Lim family-backed Top Line Business Development Corp. (TOP) said the first phase of its acquired fuel retail network in Northern Cebu can sell up to 1 million liters per month after completing renovations on eight stations.

The sites now operate under the Light Fuels Express format across Medellin, Bogo, Daanbantayan, Tabogon, Sogod, Borbon, Catmon, and Carmen.

The Northern Cebu cluster forms part of fuel retail assets TOP acquired from Total Oil & Gas Resources Inc. and Ballston Metro Corp. through subsidiary Light Fuels Corp.

“The completion of our Cluster 1 renovation shows how we maintain quality in our acquisitions, reflecting our disciplined approach to optimize each station to operate at full capacity while maintaining efficiency and service quality,” said Brigitte Carmel Lapasaran Lim, Top Line senior vice president and chief operating officer.

“This cluster-based rollout allows us to scale systematically and capture demand in high-growth markets like Northern Cebu,” she added/ 

TOP said about 80 percent of Northern Cebu’s fuel demand comes from motorcycles, shaping the design and product mix of the stations.

What’s next?

The Phase 1 cluster is part of a wider renovation and rebranding program covering stations in Cebu, Leyte, Siquijor, and Negros Oriental.

TOP expects to complete Clusters 2 to 4 by end-2026 while unrenovated sites continue operating and generating sales.
