Cebu pushes P107-B projects for 2027 national budget inclusion

CEBU CITY — The provincial government has endorsed P107 billion worth of priority projects for inclusion in the 2027 national budget.

The budget was based on the  programs, activities, and projects (PAP)  proposals submitted by different sectoral committees that were approved by the  Cebu Provincial Development Council (PDC) during its first quarter meeting last Feb. 13. 

The proposals will be submitted to the Regional Development Council in Central Visayas (RDC-7) for review and endorsement before being elevated to the national government for possible inclusion in the 2027 budget.

Both the PDC and RDC-7 are chaired by Cebu Gov. Pamela Baricuatro.

Aligned for progress

“Under my leadership, no one will be left behind…. Matag usa parte sa kalamboan, kay ‘Ato ang Sugbo’! (everyone is part of the economic progress because Cebu is ours)” said Baricuatro who presided over the PDC full council meeting.

She thanked the sectoral committees for making sure that the PAP of  the different member-national government agencies (NGAs), Government-owned and Controlled Corporations (GOCCs),  and State Universities and Colleges (SUCs) are “properly aligned” with those of the provincial government. 

Among those who attended were  Vice Governor Glenn Anthony Soco, provincial board members, mayors, and partner civil society organizations.

Bulk for infrastructure

Based on the statement released by the province, infrastructure and utilities accounted for the bulk of the budget at P71.74 billion broken down as follows:

  • P63.54 billion for roads and bridges under the Department of Public Works and Highways
  • P20.48 million for Tabang PamByahe Project, a free transportation ride in the province done in collaboration between the provincial government and the Department of Transportation
  • P3.79 billion for the National Irrigation Administration 
  • P4.3 billion for the Department of Agriculture to support local farmers

The PDC has also approved P100 million in infrastructure projects  requested by the Danao City Government for Barangays Guinacot and Suba.

The Economic Development Committee also submitted PAPs worth P507 million. These are as follow: 

  • P209.39 million for the Bureau of Fisheries and Aquatic Resources (BFAR)
  • P40.78 million for the Philippine Coconut Authority
  • P207.87 million for the Technical Education and Skills Development Authority
  • P48.97 million for the Department of Tourism

Beyond infrastructure spending

In addition to infrastructure and economic initiatives, proposed allocations also cover education, health, environmental protection, technology, and trade.

The  Social Development Committee submitted a proposed budget of P31.26 billion for the following: 

  • P6.1 billion for the Department of Social Welfare and Development in Central Visayas
  • P18.5 billion for National Police Commission
  • P49.2 million for Commission on Higher Education in Central Visayas
  • P1.17 billion for state-run Cebu Normal University 
  • P5.62 billion for  Department of Health  regional office
  • P17.67 billion for  Department of Education 
  • P423 million for Land Transportation Office in Central Visayas
  • P22.8 million for National Commission on Senior Citizens-Central Visayas 
  • P26.85 million for  National Food Authority
  • P92.5 million for Philippine Science High School
  •  P24.67 million for (Philippine Statistics Authority-Central Visayas
  • P62.56 million for the Commission on Population and Development in Central Visayas

Environmental spending plan

For the Environmental Management Committee, the PAPs reached P589 million composed of:

  • P15.93 million for the Department of Environment and Natural Resources (DENR)-Mines and Geo-Sciences Bureau
  • P376.1 million for the  DENR-Provincial Environment and Natural Resources Office
  • P196.9 million for DENR-Environmental Management Bureau

Also proposed were the Metro Cebu Sewerage Master Plan of the Metro Cebu Water District and the “Global Gateway Early-Stage Investment Mechanism” grant by the European Union, focusing on water security

The Development Administration Committee submitted P2.8 billion worth of PAPs:

  • P2.63 billion for  the Department of Trade and Industry
  • P164.36 billion for the Department of Information and Communications Technology

For urgent and relevant projects proposed for inclusion under the DPWH and DENR, a separate PDC executive committee meeting will be convened.
