For Cebu, which plays a central role in the country’s regional economy, sustained external support contributes to resilience and long-term recovery.
For Guam, the effort aligns with its broader strategy of strengthening cultural and economic connections across the region.
GVB president Régine Biscoe Lee said the relief mission is rooted in shared values and enduring relationships.
“It’s always important to remain connected with our brothers and sisters all over the Philippines, but specifically in Cebu, following this devastating incident,” Lee said. “We want to make sure that we continue to give and strengthen those ties and that bond. We’re honored to have the opportunity to extend our support at this time.”
Lee emphasized that GVB’s actions are guided by CHamoru cultural principles, including inafa’maolek (making things good), geftao (generosity), and respetu (respect).
“We lead with these values in everything we do, not just in business,” she said. “This initiative will serve as a good example of our cultural and familial connections with our brothers and sisters in the region.”

Guam Governor Lou Leon Guerrero underscored the historical relationship between Guam and the Philippines and the importance of mutual assistance.
“Guam has always had a very strong tie with the Philippines,” Leon Guerrero said. “Our innate humanitarian spirit and kindness will always move us to help, especially people we’ve had a long-standing relationship with.”
She added that support has long flowed both ways between the two communities.
“This will not be the first time that we have assisted the Philippines, and it won’t be the last,” Leon Guerrero said. “Even when we have disasters, the people from the Philippines help us too. This is about friendship, kindness, and community engagement.”
Midway through the initiative, GVB and PAL noted in a company statement that the effort also reflects the strengthening connectivity between Guam and Cebu, particularly with the new Guam-Cebu flight operated by PAL.
Leon Guerrero said the route will further deepen ties. “This will be a gesture of friendship to the people of Cebu,” she said. “Transportation connects communities, and this flight will allow us to live closer together - opening opportunities for education, investment, health care, and many other areas.”
