BCDA earns Silver Stevie for ‘One Clark’ transformation report

The Bases Conversion and Development Authority (BCDA) continues to earn international recognition for its commitment to transformative governance and effective communication. 

The agency recently won a Silver Stevie Award at the 2025 International Business Awards (IBA) for its 2023 Annual Report titled “One Clark.” The report was honored under the Best in Publications–Government Agencies category during the awards ceremony on Oct. 10, 2025, at the Corinthia Hotel in Lisbon, Portugal.

Why it matters

The “One Clark” report underscores BCDA’s evolving role in converting former military bases into dynamic economic centers that fuel inclusive growth. By highlighting flagship development projects, financial milestones, and infrastructure partnerships, the publication positions Clark as a model for sustainable and strategic urban transformation.

“Thank you to the International Business Awards for the meaningful recognition given to the Bases Conversion and Development Authority and for once again recognizing our commitment to building better and greater cities while supporting the modernization of our Armed Forces,”  BCDA Chair Hilario B. Paredes, said in a press release on Oct. 21, 2025.

Behind the award

Project leads Leilani Barlongay-Macasaet, BCDA vice president for public affairs, and Denver A. Moreno, public relations officer, received the award alongside Erwin Kenneth R. Peralta, vice president for investments promotion and marketing.

“This recognition from IBA stands as a testament to the hard work, collaboration, and purpose-driven communication that have defined our organization,” said Macasaet. “Earning this award reflects our steadfast commitment to telling BCDA’s story with clarity and integrity.”

The big picture

Selected from over 3,800 nominations across 78 countries, “One Clark” exemplifies BCDA’s transparency and innovation in public communication.
