PH gets $60-M US grant to reform energy sector

The Philippines has secured a $60-million, or about P3.68-billion, grant from the United States to pursue energy sector reforms aimed at making electricity more affordable and reliable while attracting more investments.

Finance Secretary Frederick Go and US Ambassador to the Philippines Lee Lipton signed the Millennium Challenge Corporation (MCC) Threshold Program Grant Agreement on Sept. 10 on the sidelines of the Luzon Economic Corridor Investment Forum.

“We extend our gratitude to the U.S. government for approving a 60-million-US dollar grant under the MCC Threshold Program. This support will help us address key policy and institutional gaps to strengthen the foundations of our energy sector,” Go said.

The grant will finance a program lasting four years and nine months and is also intended to strengthen the Philippines’ eligibility for a future MCC Compact, a larger grant program supporting major economic development projects and policy reforms.

Energy reforms

A major part of the program is the Energy Development Governance Efficiency (EDGE) Project, which seeks to improve the reliability, efficiency and responsiveness of the country’s energy system.

The project will be implemented by the Department of Energy, Energy Regulatory Commission, National Electrification Administration and National Power Corp.

Under its Permitting and Approvals Reform for Efficiency component, government processes for energy projects will be streamlined to reduce transaction costs and speed up project development and implementation.

The Smart Utilities for Regional Growth in Energy component, meanwhile, will support electric cooperatives in improving the reliability and sustainability of their services.

This includes introducing power grid digitalization and helping mobilize financing for strategic infrastructure investments.

The reforms are expected to help energy projects move faster, reduce power disruptions and improve the affordability of electricity for consumers.

Investment push

The Threshold Program also includes the American Investment Mechanism Project, which seeks to attract more private-sector capital and support coordinated investments with the US International Development Finance Corporation.

The project will help prepare high-impact projects for financing by funding feasibility studies, project design, market assessments and other preparatory work.

The government expects the combined initiatives to strengthen energy services while creating longer-term benefits for consumers, businesses and the broader economy.

The MCC is an independent US government international development agency that provides time-limited grants aimed at promoting economic growth, reducing poverty and strengthening institutions.

The Threshold Program is designed for countries that demonstrate a commitment to improving policy and institutional performance but have not yet qualified for an MCC Compact. —Ed: Corrie S. Narisma
