Executive Secretary Lucas Bersamin said Lim will succeed current SEC Chairman Emilio Aquino, whose term ends on June 5, 2025. The appointment positions Lim, a prominent figure in corporate and securities law, to lead the country’s capital markets regulator at a critical time.

Market reaction to his appointment has been positive. PSE president and CEO Ramon Monzon welcomed the move, citing Lim’s deep familiarity with the Philippine capital market landscape.
“The PSE welcomes the appointment of Francis Lim as the incoming chair of the Securities and Exchange Commission,” Monzon said. “Francis has extensive experience in the capital market and we are confident he will support the initiatives of PSE to further develop our market.”
The announcement signals the Marcos administration’s intent to pursue regulatory reforms that support market development and investor protection, with Lim expected to begin his term after Aquino’s departure next year.
In a Viber message to InsiderPH, Lim said he was “deeply honored and humbled by the trust and confidence" that President Marcos and his team have placed in him through this appointment.
"I make no grand promises—only that I will put my heart and soul into this important responsibility, guided by the highest standards of integrity and service, for the good of our country,” he said.
