From BPI to BSP: Dino Gasmen named next central bank treasury head

The Bangko Sentral ng Pilipinas (BSP) has appointed Dino Gasmen as Assistant Governor for financial markets, effective Jan. 18, 2027, following the retirement of Senior Assistant Governor Edna Villa on Jan. 15, 2027.

The Monetary Board approved the appointment on July 16, 2026. To ensure a seamless turnover, the BSP said Gasmen will join the central bank as a technical advisor starting Nov. 3, 2026.

The big picture

As assistant governor for financial markets, Gasmen will oversee the BSP's open market operations, foreign exchange policy implementation, management of the country's international reserves, and related risk management functions. The role supports the central bank's mandates of maintaining price and financial stability.

Gasmen joins the BSP from Bank of the Philippine Islands (BPI), where he serves as executive vice president, treasurer, and head of global markets. He also chairs the bank's asset and liability committee and sits on its management committee.

The incoming central bank treasury head previously headed treasury operations at BPI and HSBC Philippines.

“We will be pleased to welcome Dino to take on this critical role from Edna, one of the BSP’s most seasoned and outstanding leaders,” BSP Governor Eli Remolona Jr. said in a statement on Friday, July 24, 2026. “We thank Edna for agreeing to a brief extension to ensure a smooth transition.”

Why it matters

The appointment brings a seasoned financial markets executive into one of the BSP's key operational posts at a time when central banks continue to navigate evolving global interest rate and foreign exchange conditions.

Before joining BPI in 2014, Gasmen spent 17 years with HSBC Global Markets. He served as head of the rates trading business in the Philippines, Indonesia, Vietnam, and Sri Lanka, and was also head of balance sheet management for HSBC Philippines.

Villa, meanwhile, will retire after more than four decades of service at the BSP. Her career included assignments as chief of staff to two BSP governors, alternate executive director at the International Monetary Fund, and head of both the payments and currency development sub-sector and the international monetary affairs and surveillance sub-sector.

Market background

Gasmen also served as president of the Money Market Association of the Philippines in 2006 and ACI Financial Markets Association Philippines in 2018.
