The two organizations have introduced the LANDBANK Visa Government Purchase Card (GPC), enabling agencies to replace manual procurement-related payments with a secure digital payment platform.
The card features built-in spending limits, merchant restrictions, and digital monitoring tools that strengthen financial oversight, improve operational efficiency, and help agencies comply with government spending policies.
Digital shift
Visa Philippines country manager Jeffrey Navarro said the initiative supports the government's broader digitalization efforts by making public finance management more secure and efficient.
"Digitalizing public finance management amplifies the power of Visa in helping the government make transactions more secure, seamless, and digital,” Navarro said in a statement.
“Through this innovation, we see this impactful collaboration with LANDBANK giving government agencies greater control over their processes, enabling them to be more agile and transparent to ultimately improve delivery of services to the Filipino public," he added.
LANDBANK president and chief executive officer Lynette V. Ortiz said the strengthened partnership brings global payments technology to the public sector while advancing the National Government's digital transformation agenda.
The bank said the new payment solution empowers agencies with stronger financial oversight while helping deliver more responsive public services.
Expense platform
The Government Purchase Card is expected to automate procurement-related payments, including low-value purchases, official travel expenses, and recurring operational costs.
Cardholders will also gain access to an integrated digital expense management platform, scheduled to go live in the fourth quarter.
The platform will automate expense capture, reconciliation, approval workflows, and reporting, providing agencies with better spending visibility, data-driven insights, and stronger financial controls.
Among the first government institutions to adopt the LANDBANK Visa GPC is the Bureau of the Treasury, which oversees the custody and disbursement of government funds through its 16 regional offices nationwide.
