BCDA advances Clark Airport’s second runway project

The Bases Conversion and Development Authority (BCDA) is moving forward with the Clark International Airport (CRK) second runway project, entering the detailed engineering design phase as part of efforts to boost capacity and ensure long-term operational resilience.

The agency has awarded the design contract to the joint venture of Schema Konsult Inc. and South Korea-based Yooshin Engineering Corp. following a competitive bidding process. The contract is valued at P206.9 million.

Why it matters

The planned second runway will serve as a backup to CRK’s main runway, ensuring uninterrupted airport operations in case of disruptions, BCDA said in a statement.It is expected to enhance safety, improve efficiency, and support growing demand from both passenger and cargo traffic, particularly from logistics carriers expanding in Central Luzon.

The project aligns with the Marcos administration’s broader push to modernize transport infrastructure and strengthen the logistics network along the Luzon Economic Corridor.

BCDA President and CEO Joshua M. Bingcang said the development is a critical step toward reinforcing the airport’s long-term capacity and competitiveness.

“By building a second runway, we are taking a significant step toward strengthening CRK’s operational resilience and long-term capacity,” Bingcang said. “This will ensure uninterrupted operations and enhance Clark’s position as a premier logistics and aviation hub.”

What’s next

The detailed engineering design phase is targeted for completion by the second quarter of 2027. Once finalized, BCDA will conduct a separate bidding process for the construction phase, with the runway expected to be operational by the fourth quarter of 2029.

Clark International Airport continues to expand its role as a major gateway, serving 2.75 million passengers in 2025. 

Global logistics firms UPS and FedEx are also scaling up operations at the airport.

To support rising demand, BCDA, in partnership with the Department of Transportation, is advancing additional airside infrastructure projects, including taxiways, aprons, and utilities, aimed at improving aircraft movement, turnaround times, and overall efficiency. —Ed: Corrie S. Narisma
