In a statement, the central bank said Capule took his oath on Oct. 10, 2024, at the BSP head office in Manila.
He succeeds former Deputy Governor Eduardo Bobier and will oversee the central bank’s resource management to support its core functions.
His promotion follows a distinguished career within the BSP, beginning as a bank attorney in 1994.
He became head of the office of the general counsel and legal services in 2013, ascending to assistant governor in 2016, and then senior assistant governor in 2019.
A notable legal expert, Capule placed third in the 1987 bar examinations. His legislative contributions include work on the New Central Bank Act, the National Payment Systems Act, and other significant financial laws.
He holds a law degree from Ateneo de Manila University and a bachelor’s degree in agricultural business from the University of the Philippines Los Baños.
The new deputy governor’s legal and regulatory expertise is expected to further strengthen BSP’s governance and legislative initiatives, particularly amid evolving financial sector challenges, central bank said.
