The amount stems from cancelled Green Energy Auction contracts totalling 17,904MW over the past two years. Solar Philippines accounted for 11,427MW, or about 64 percent of the cancelled capacity, the Daily Tribune newspaper reported on Tuesday.
“We will pursue this obligation, and this is the first time that DOE would really pursue the imposition of this penalty,” Energy Secretary Sharon S. Garin said in the report.
The DOE terminated 93 power projects totalling 8,604.14MW in 2025 and 70 contracts worth 9,299.88MW in 2024 to clear stalled capacity and reopen projects to other developers.
The DOE said it has tightened rules on applications, bond requirements, and contract terms, and is drafting a circular to enforce developers’ obligations on delivery and compliance.
The Green Energy Auction programme was designed to accelerate the buildout of renewable energy by awarding contracts tied to specific delivery timelines and secured by performance bonds.
The DOE’s cancellations are meant to clear stalled awarded capacity and reopen project slots to new developers to help keep national renewable targets on track.
