Why it matters
As global competition intensifies, Asean economies are under pressure to move up the value chain. A stronger, more harmonized IP regime is seen as critical to unlocking the commercial value of research, technology and creative industries across borders.
The regional plan seeks to “build an effective, enterprising and inclusive IP ecosystem by strengthening national IP regimes and reinforcing regional cooperation grounded in respect for IP rights.”
Driving the agenda
Under the Philippines’ current Asean chairship, the Intellectual Property Office of the Philippines (IPOPHL) will host the Asean Working Group on Intellectual Property Cooperation later this year.
“IPOPHL is championing several flagship initiatives to support these goals,” Nathaniel S. Arevalo, acting director general of IPOPHL, said in a press statement.
Among the flagship measures
Development and harmonization of an Asean IP valuation framework to help businesses unlock the commercial value of ideas
Promotion of intra-regional training programs to raise service standards across IP offices
Establishment of IP commercialization hubs such as Technology and Innovation Support Centers and technology transfer offices
Curriculum development for the Asean IP Academy to build long-term regional capability

“Taken together, these initiatives are about creating an Asean IP ecosystem where innovations and creative works are not only protected but are also valued and commercialized as they move across borders to generate greater growth and opportunities for the region,” Arevalo added.
The roadmap outlines five strategic measures, including strengthening national IP regimes, harmonizing regulatory frameworks, facilitating IP asset commercialization, reinforcing enforcement, and promoting IP to support sustainable and inclusive growth.
What’s next
AIPRAP 2030 forms part of the first wave of interventions aligned with ASEAN Vision 2045, which aims to transform the bloc into a resilient, dynamic and people-centered community over the next two decades.
