With assistance from the Asian Development Bank (ADB), the BCDA is seeking a joint venture (JV) partner for the commercialization, and if necessary, the expansion, repair, and maintenance of New Clark City's passive ICT systems.
Bidding, selection schedule
The project, estimated to cost P2.5 billion, is being carried out in compliance with Republic Act No. 11966 or the Public-Private Partnership (PPP) Code, alongside its implementing rules and regulations.
A pre-qualification conference is scheduled for June 4, 2025, at 2:00 PM, at the ADB Headquarters in Mandaluyong City. Interested private sector participants must submit their bids by Sept. 4, 2025, at 12 p.m., at the BCDA Corporate Office in Taguig City.
The selection process is expected to conclude within the year, with the signing of the joint venture agreement targeted for the fourth quarter of 2025.
'Open access fiber' model
“More than providing fast and affordable internet connection to residents and businesses, this project will become pivotal in the smart urban development of New Clark City,” BCDA President and CEO Joshua M. Bingcang said in a statement.
“It will also help usher the fifth industrial revolution in the country, attracting high-value investments in digital and high-tech industries while creating demand for highly skilled Filipino talent,” the BCDA chief added.
The project will adopt the “Open Access Fiber” model, laying the groundwork for a robust, shared physical fiber network that multiple data transmission providers (DTPs) can access.
This model ensures efficient cost-sharing and fosters a competitive environment, allowing DTPs to offer affordable, carrier-grade ICT services to businesses, government offices, and residents, the BCDA said.
Tech backbone of future-ready metropolis
Beyond connectivity, the initiative is expected to serve as the technological backbone for smart city features and e-government services, enabling automated infrastructure, intelligent transportation, and responsive governance.
Spanning 9,450 hectares, New Clark City is envisioned to become a sustainable, future-ready metropolis that will host 1.2 million residents and a workforce of 600,000 once fully developed. —Ed: Corrie S. Narisma
