BCDA, NDC join forces to transform New Clark City into a smart, sustainable metropolis

The Bases Conversion and Development Authority (BCDA) has signed a memorandum of understanding (MOU) with National Development Co. (NDC), creating a collaborative foundation for financing and implementing high-impact projects in New Clark City.

This partnership brings together BCDA’s experience in urban development and NDC’s expertise in strategic project financing.

BCDA President Joshua M. Bingcang and NDC general manager Antonilo DC Mauricio formalized the agreement. The signing was witnessed by BCDA Chair Hilario B. Paredes and NDC assistant general manager Leopoldo Acot.

The collaboration aims to transform New Clark City into the Philippines’ first smart, sustainable, and future-ready metropolis.

“We thank the NDC for readily offering to share with BCDA its knowledge and expertise in financing and implementing projects, particularly in urban expansion, industrial development, and energy, among others,” Bingcang said.

He said the partnership will accelerate New Clark City’s development into a resilient investment hub in Central Luzon.

The MOU outlines plans to conduct feasibility studies that will include technical and commercial assessments for upcoming developments in New Clark City.

Positioned within the Clark Special Economic Zone, New Clark City spans 9,450 hectares and is envisioned as a greenfield development to help decongest Metro Manila.

Mauricio highlighted that the partnership will leverage BCDA’s experience in creating successful urban centers like Bonifacio Global City, fostering innovative projects to improve Filipino lives.

As the government’s investment arm, NDC seeks to drive national economic progress, aligning with BCDA’s mission of repurposing former military sites into economic growth centers.
