Why it matters
The move tightens the link between social protection and digital banking, giving Filipinos a single channel to receive Social Security System disbursements while building savings and transaction history.
What changed
Existing DiskarTech users can now upgrade accounts and apply for the MySSS card entirely in-app, removing the need for separate onboarding channels.
The streamlined process includes upgrading a Basic Deposit Account to a Regular Savings Account, retrieving a MySSS transaction number, applying through the app’s “Cards” tab, and receiving the physical card via delivery.
What they’re saying
“RCBC continues to make banking more accessible for Filipinos through simplified digital journeys,” Lito Villanueva, executive vice president and chief innovation and inclusion officer, said in a press statement on April 30, 2026.
“This expanded access allows DiskarTech users to move beyond basic accounts and experience the full benefits of card-based banking. It is a step forward in helping more Filipinos participate in the digital economy with greater confidence and convenience,” he added.
By the numbers
The MySSS card offers up to 4 percent annual savings interest, alongside cashless payments and direct SSS disbursement access.
The big picture
RCBC’s strategy reflects a broader industry push to embed government services into fintech ecosystems, lowering barriers for unbanked and underbanked populations.
DiskarTech accounts require only one valid government ID and a Philippine mobile number, with no maintaining balance or initial deposit, positioning the platform as an entry point to formal banking.
What’s next
The bank’s partnership with SSS signals deeper public-private collaboration aimed at scaling digital financial inclusion, potentially unlocking wider access to credit-building tools and formal financial services for millions of Filipinos. —Vanessa Hidalgo | Ed: Corrie S. Narisma
