The agreement cements KORAIL’s role in guiding the setup of core systems, safety protocols, and long-term maintenance support as the 22-kilometer rail line moves from construction into service.
KORAIL manages Korea's extensive rail network including the high-speed KTX, commuter, and intercity train services.
“This is a critical step as we move closer to delivering MRT-7 to the public,” said SMC chair and CEO Ramon S. Ang.
“We have faced delays — mostly due to right-of-way issues — but we have stayed focused. With all trains expected to be running and tested by the end of this year, and full operations targeted for 2026, this partnership with KORAIL brings us closer to our goal," he added.
KORAIL begins its engagement in July 2025, with the first year focused on stabilizing pre-operational systems and ensuring a smooth handoff to live service.
“We prioritize passengers, we focus on the plight of the commuters. We are ensuring that an infrastructure or a transport project such as a railway system is not only safe and efficient but will also provide comfort to commuters and lessen their travel time,” said undersecretary for railways Timothy John Batan.
Once fully operational, MRT-7 is expected to ease congestion along major Metro Manila corridors and cut travel time between Quezon City and Bulacan from hours to just minutes.
