Cebu engineer's waste-treatment tech cuts garbage volume by up to 96%

CEBU CITY—It started with a practical problem: mounting garbage in local communities and the difficulty local governments faced in managing and disposing of it. That frustration, coupled with his passion for the environment, inspired agricultural engineer Victoriano Ocon to develop a locally designed waste-treatment solution.
