Sobrepeña was widely known for leadership spanning both public service and corporate philanthropy.
He served more than two decades in government, including roles as deputy director general of the National Economic and Development Authority and as cabinet secretary and head of the Presidential Management Staff under President Corazon Aquino, becoming one of the youngest senior officials in the late 20th century.
Transitioning to the private sector in the mid-1990s, Sobrepeña became a defining figure at the Metrobank Foundation, the corporate social responsibility arm of Metrobank, guiding it for nearly three decades.
Under his stewardship, the foundation’s programs in education, civic recognition, community development, and leadership awards became deeply embedded in Philippine civil society’s landscape. His tenure was marked by numerous recognitions for the foundation’s work and by personal honors reflecting his service.
'Deeply committed leader'
Friends and colleagues remembered Sobrepeña as a quiet but deeply committed leader who placed people at the center of his work. He was described as methodical, organized, and generous with his time, mentoring others and consistently giving encouragement and credit. Whether in public service, the private sector, or civic organizations, Sobrepeña was known for helping others grow, guided by a belief that development begins with personal responsibility and careful planning.
Metrobank Foundation said Sobrepeña “dedicated his life to the pursuit of the common good.”
“Starting from his years in public service and government leadership, he exemplified integrity, compassion, and principled leadership, setting new standards for corporate social responsibility and opening opportunities for Filipinos from all walks of life,” the firm said.
Apart from his long service to the advocacy arm of the country’s second largest bank, also served as executive director of the GT Foundation Inc. At the time of his passing, he was vice chair of Manila Doctors Hospital, chair of Manila Tytana Colleges, and a GT Foundation trustee.
In mid-2025, he stepped down from his leadership role at the Metrobank Foundation after close to 30 years, passing the presidency to Philip Francisco “Boyet” Dy, while remaining involved in advisory capacities.
