BCDA ramps up Poro Point Seaport upgrade with PPP Center backing

The Bases Conversion and Development Authority (BCDA) is moving forward with the long-term redevelopment of the San Fernando International Seaport in Poro Point, La Union, with support from the Public-Private Partnership (PPP) Center.

The project, aimed at transforming the existing bulk and break-bulk terminal into a modern international gateway, has secured provisional funding under the PPP Center’s Project Development and Monitoring Facility (PDMF). An indicative budget of ₱74.90 million has been allocated for advisory services and technical preparation.

Building the backbone of Northern Luzon’s global logistics future

Following the issuance of a technical assistance agreement, BCDA and the PPP Center will jointly engage expert consultants to oversee end-to-end project preparation. The advisory package includes feasibility studies, market analysis, legal and financial structuring, PPP transaction support, and other project-related expenses.

The upgraded port is envisioned to be fully containerized and equipped with modern logistics infrastructure. Features include new container terminals, automated yard systems, quay and yard cranes, expanded storage and stacking facilities, and advanced digital operating systems for freight and gate management. The project also integrates road and future rail connectivity to facilitate seamless cargo movement.

“Northern Luzon has long been underserved by modern port infrastructure, limiting its ability to fully participate in global trade flows. This project is designed to change that by enabling full containerization, streamlining logistics, and anchoring regional industries to more competitive supply chains,” said BCDA President and CEO Engr. Joshua M. Bingcang.

“It is a critical step in realizing Poro Point’s vision as a strategic economic gateway for Northern Luzon.”

The PPP project is structured into six phases: project inception and market assessment; feasibility study and structuring; assistance in securing government approvals; preparation of bidding documents; PPP procurement support; and post-contract signing advisory services.

Full steam ahead for Poro Point port upgrade by 2027

BCDA aims to begin construction by the second quarter of 2027, with full completion targeted by 2029. 

Once operational, the modernized seaport is expected to bolster regional trade and manufacturing hubs in Pangasinan, La Union, and the Ilocos Region. It will also enhance the investment profile of the Poro Point Freeport Zone for logistics and export-oriented industries. —Ed: Corrie S. Narisma
