Vivant Foundation Inc. (VFI) and its energy partners have upgraded electrical wiring systems in three public elementary schools and donated library packages to 14 schools in Bauang, La Union, as part of efforts to improve classroom safety and support literacy development.

The initiative, undertaken with Vivant Energy Corp. (VEC), its subsidiary 1590 Energy Corp. and the Department of Education (DepEd), aims to address gaps in basic school infrastructure and learning resources.

Cabalayangan, Pudoc and Sta. Monica Elementary Schools received upgraded electrical wiring systems designed to reduce electrical hazards and provide safer learning environments for students and teachers.

Safer classrooms

The improvements are particularly important for schools with aging electrical systems, which can pose safety risks and affect classroom activities.

Alongside the electrical upgrades, all 14 public schools in Bauang South District received Mini Library Packages containing reading materials intended to strengthen literacy and support classroom instruction.

The donations come amid continuing efforts to improve reading proficiency among Filipino students following learning disruptions caused by the COVID-19 pandemic.

The Philippines ranked last in reading in the 2018 Programme for International Student Assessment (PISA) and remained among the lowest-performing countries in 2022.

Literacy support

According to information provided by VFI, the country's reading score improved by 20 points in the 2025 PISA assessment, with the Organization for Economic Co-operation and Development (OECD) recognizing the Philippines for its progress in reading.

VFI said community-based initiatives, including the provision of books and other learning materials, could help sustain improvements in literacy.

"These efforts help create safer, better-equipped school environments while giving learners greater access to resources that encourage reading, learning, and discovery," said VFI executive director Shem Jose W. Garcia.

The initiative also formed part of the foundation's activities marking National Teachers' Month.

Local partnership

Bauang Mayor Ma. Clarissa "Manang Bong" T. Lee welcomed the assistance, citing the importance of safe school facilities and adequate learning resources.

"Safe classrooms and access to books are basic needs for every learner. We thank Vivant Foundation and its partners for investing in the future of Bauangueño children," Lee said.

The turnover ceremony was also attended by Bauang South District public schools district supervisor Henry M. Ledda, representing La Union schools division superintendent Jorge M. Reinante.

Other attendees included 1590 Energy assistant vice president Bienvenido C. Saniel III, general manager Alberto F. Badillo and Barangay Cabalayangan captain Alexander P. Flores.  —Ed: Corrie S Narisma
