The Philippines’ technical vocational training ecosystem is getting a digital upgrade after career platform Bossjob partnered with the Technical Education and Skills Development Authority (TESDA) to connect skills certification directly with employment opportunities.

The collaboration integrates Bossjob’s AI-powered recruitment engine into the newly launched TESDA Skills Passport Mobile Application, creating a platform designed to streamline job matching for technical vocational education and training (TVET) graduates.

The announcement was made during the official launch of the TESDA Skills Passport Mobile Application on February 5, 2026 at the Makabagong San Juan Theater in San Juan City. President Ferdinand "Bongbong" Marcos Jr. attended the event and emphasized the government’s push to strengthen workforce skills development.

"Para sa ating TESDA scholars, mayroon kayong sariling digital storage kung saan mapapatunayan ang inyong National Certificate at mga training," said the President. 

Why it matters

The partnership addresses a persistent mismatch between industry needs and workforce training, often described as the country’s “middle-skills gap.”

Research from the Philippine Institute for Development Studies shows TVET graduates can earn wages comparable to university undergraduates, but training systems often lag behind rapidly evolving sector requirements such as digital services, renewable energy, and information technology.

By embedding AI-driven job matching into the Skills Passport platform, TESDA certifications become instantly visible to employers searching for qualified workers.

Bossjob will also provide TESDA with aggregated and anonymized labor market information drawn from its hiring platform.

The data highlights in-demand roles, geographic hiring trends, and compensation benchmarks, enabling TESDA to refine its training programs to reflect real labor market demand.

TESDA data shows strong hiring demand for certified workers across sectors including social and community services, wholesale and retail trade, information and communications technology, automotive and land transportation, tourism and hospitality, healthcare services, creative industries, and agriculture, forestry, and fishery.

How the system works

To ensure credibility, the Skills Passport app requires registration through the Philippine Identification System, or PhilSys.

The system directly integrates certification records from TESDA-accredited training centers, enabling instant verification and reducing credential fraud risks.
