PH clinches ₱4-B waste-to-energy deal with India’s Uttamenergy

The Philippines, through the Bases Conversion and Development Authority (BCDA), has secured a ₱4-billion ($70-million) waste-to-energy (WTE) investment with India’s Uttamenergy Limited, paving the way for the country’s most advanced WTE facility in New Clark City, Capas, Tarlac. 

The deal was inked during President Ferdinand Marcos Jr.’s state visit to India, marking one of its major infrastructure wins.

Why it matters:

The facility will process 600 metric tons of municipal solid waste daily and generate 12 megawatts (MW) of electricity—enough to power over 10,000 homes. It’s positioned to advance clean energy adoption, improve waste management, and attract foreign capital to one of the country’s most strategic growth hubs.

Project scope:

  • Location: Four-hectare site in New Clark City, with an option to expand by six hectares.

  • Technology: German-engineered Enviropower system from MARTIN GmbH for high-efficiency, low-emission combustion.

  • Consortium partners: Global Heavy Equipment and Construction Corp., ATD Waste-to-Energy Corp. (Philippines), and Uttamenergy (India).

  • Timeline: Construction to begin soon, with possible multi-billion peso follow-on investment upon expansion.

  • 100+ full-time jobs in operations

Policy alignment:

The WTE facility supports the Philippine Energy Plan and the Extended Producer Responsibility Act, which require more efficient solid waste processing. It also aligns with the UN Sustainable Development Goals on clean energy, sustainable cities, responsible consumption, climate action, and decent work.

Context:
