The partnership deepens DICT’s push to modernize government ICT systems under the E-Government Masterplan and aligns with the Philippine Development Plan’s (PDP) goals of accelerating digital inclusion, Maya said in a statement.
Through the agreement, both sides will introduce more seamless, secure, and accessible digital financial services across the national eGovPH ecosystem.
Integrated financial services within eGovPH
Under the agreement, DICT and Maya will work together to integrate faster, more reliable digital payments into the eGovPH app, while enabling access to savings, credit, insurance, and rewards through embedded financial tools.
The initiative aims to give citizens a smoother experience when dealing with government transactions—from paying for permits to accessing essential services—by leveraging the strengths of Maya’s digital ecosystem.
Key areas of collaboration include:
• Enabling seamless government payments across eGovPH and Maya platforms
• Providing digital financial services such as savings, credit, insurance, and rewards
• Advancing financial inclusion through open finance, AI and secure digital identity
• Broader service enhancements supporting DICT’s goal of efficient, citizen-centered digital governance.
Information and Communications Technology Secretary Henry Aguda said the partnership reinforces the foundation of the country’s digital government ecosystem.
“By enabling seamless digital payments and expanding access to financial tools such as savings, credit and insurance in the eGovPH app, we move closer to a future where government transactions are simple, secure and truly accessible to all Filipinos,” he said.
Collaboration to scale digital services
Maya Group president and Maya Bank co-founder Shailesh Baidwan highlighted the value of integrating financial services into government systems. “DICT is building the architecture for a modern digital government, and Maya is proud to deliver the financial layer that supports it,” he said.
Maya Founder and CEO Orlando Vea added that digital transformation must focus on real citizen needs.
“This collaboration with DICT helps bring essential services closer to every Filipino… Our role is to make the technology simple, secure and genuinely helpful,” he said.
PEMEDES and the delivery services sector
Besides eGovPH, DICT and Maya also extended their partnership to strengthen PEMEDES (Private Express and Messengerial Delivery Services), the national regulatory framework for licensed delivery operators and riders.
PEMEDES rolled out a fully digital, AI-enabled registration and licensing portal in August 2025. Under the partnership, Maya will equip operators and riders with secure digital payments, micro-savings, credit, insurance, and rewards tailored to the needs of delivery workers.
