The partnership combines Packworks’ network of more than 300,000 digitized sari-sari stores with KairoTech’s behavior-led digital media and audience intelligence capabilities. The companies said the network could provide brands with a clearer view of demand and consumer activity across communities.
Why it matters
The Philippines has an estimated 1.3 million sari-sari stores, making the neighborhood outlets a significant part of the country’s retail landscape. Their proximity to consumers and established suki (loyal customers) relationships also give them a role that larger retail formats can find difficult to replicate.
“Retail media should do more than make advertising more precise. In the Philippine context, it can connect brand investment to real economic activity in communities — helping brands build demand while creating more opportunities for sari-sari stores to sell more, strengthen their economics and grow,” KairoTech managing partner Ed Sunico said in a statement.
The bigger picture
The companies said stronger and more relevant demand could help sari-sari store owners increase product movement and sales. Better visibility into neighborhood demand could also support stocking and ordering decisions, reduce inventory inefficiencies and potentially improve purchasing economics over time.
“Sari-sari stores understand their neighborhoods better than anyone. By giving them greater access to technology, data and market opportunities while preserving the trust and suki relationships that define neighborhood retail, we can help the entire channel become stronger, more competitive and more sustainable,” Packworks chief strategy and communications officer Ibba Rasul Bernardo said.

For brands and agencies, the planned network is designed to bridge national media planning and neighborhood consumption. Data generated through the ecosystem could help companies identify emerging demand, prioritize communities and assess how consumer engagement translates into retail activity.
KairoTech and Packworks see applications spanning product launches, regional expansion, promotions, distribution support and local demand generation.
Rather than adapting retail media models centered on supermarkets or e-commerce platforms, the partners are building one around the fragmented structure of Philippine neighborhood commerce.
