The requirement is outlined in Department Administrative Order (DAO) No. 25-12, Series of 2025, issued on Sept. 4. It enforces provisions of the Internet Transactions Act of 2023 (Republic Act No. 11967), mandating that businesses conducting e-commerce in the country secure a Trustmark.
Digital badge
The Trustmark serves as a digital badge ensuring businesses meet regulatory standards, including transparency in business information, consumer data protection, and effective complaint redress mechanisms.
The DTI said the move responds to a surge in consumer concerns, with over 13,000 complaints related to online transactions filed from January to August 2025.
Early registrants
As of Sept. 8, the department has issued the badge to several major players, including Shopee Philippines, Bytedance Philippines (TikTok Shop), Lalamove Philippines, and LG Electronics Philippines.
Other early registrants are Asahi (Asahi), Cherenz Global (Toughmama), Concepcion Midea (Midea), Concepcion Carrier (Carrier), Billease, DHL Express, Dowell, Edamama, Tefal, Gogo Xpress, ShippingCart, and Tosot Philippines.
How to apply
Businesses may apply for the Trustmark online by submitting required documents such as SEC or CDA registration, BIR Certificate of Registration, valid government-issued ID, and other licenses or permits. Applications can be filed through the official portal at trustmark.dti.gov.ph.
