BCDA, PSC partner to build world-class sports facilities in PH

The Bases Conversion and Development Authority (BCDA) and the Philippine Sports Commission (PSC) have signed a memorandum of understanding (MOU) to transform BCDA properties into premier sports facilities that can train future champions and elevate the country’s sports infrastructure.

The MOU was signed on Aug. 13 by BCDA President and CEO Joshua M. Bingcang and PSC Chair John Patrick “Pato” Gregorio, establishing a partnership to maximize the use of government resources for national sports development.

Why it matters: 

The Philippines has long faced challenges in providing world-class training venues for athletes. This collaboration aims to bridge that gap by combining BCDA’s land development expertise with PSC’s sports mission—helping produce elite athletes while promoting healthier lifestyles nationwide.

“This partnership with the Philippine Sports Commission is a force multiplier. By linking BCDA’s land development capabilities with PSC’s national sports mission, together we are laying the groundwork for future champions and promoting a healthier, more active Filipino nation,” said Bingcang.

The plan: national training hubs

The joint task force will initially focus on New Clark City and Baguio City as priority areas:

  • New Clark City is envisioned as the national training center, with existing top-tier facilities such as:

    • A World Athletics-certified Athletics Stadium with a 20,000-seat capacity and nine-lane track.

    • A World Aquatics-approved Aquatics Center with a 2,000-seat capacity, Olympic-standard pools, and diving facilities.

    • A 525-unit Athletes’ Village that houses training and competing athletes.

    • The National Academy of Sports, already integrated into the sports complex.

  • Baguio City is being considered for a new high-performance training facility to support athletes, particularly in endurance and combat sports.

Funding and sustainability

The partnership will explore innovative funding models, including public-private partnerships, and emphasize sustainable, self-sufficient operations. Advanced design, professional management, and modern construction methods will ensure facilities meet international standards.

“The President’s directive is clear: build from the grassroots. These are investments that combine youth empowerment with economic progress. I am happy the BCDA and PSC are equally committed to creating opportunities for regional development through sports,” said Gregorio.

The big picture

The initiative aligns with the United Nations Sustainable Development Goals (SDGs) by promoting good health and well-being (SDG 3) and investing in innovative, resilient infrastructure (SDG 9).
