It is anchored on the 1326 national anti-scam hotline managed by the Cybercrime Investigation and Coordinating Center (CICC), the eGovPH app’s eReport tool, Scam Vault PH, and the Whoscall app powered by Gogolook.
“With the Quad Model, we have proven that low-cost and scalable solutions can work against fraud, even where resources are limited,” said Jocel de Guzman, co-founder of Scam Watch Pilipinas and president of Truth360 Inc.

Global stage, global partners
At the Singapore summit, de Guzman presented the Quad Model in the Anti-Scam Pitch Room, joining tech leaders like Google and Meta and international watchdog groups. He emphasized that collaborations with Gogolook and TRM Labs are helping strengthen the model, with the goal of making it a global best practice.
The Global Anti-Scam Alliance (GASA), which organized the event, recognized the Philippines’ growing influence. Scam Watch Pilipinas was ranked Top 2 Best Scam-Fighting Awareness Campaign in the World at the 2025 Scam Fighter of the Year Awards. —Ed: Corrie S. Narisma
