PAGCOR chief backs legal gaming-focused BPOs, securing 5,000 Filipino jobs

The Philippine Amusement and Gaming Corporation (PAGCOR) reaffirmed its support for Special Class Business Process Outsourcing (SCBPO) companies, which currently employ 5,000 Filipinos.

In a statement on Wednesday, the state gaming regulator emphasized that they are different from Philippine Offshore Gaming Operators (POGOs), which were ordered to shut down by the end of 2024. 

Unlike POGOs, special class BPOs function like traditional business process outsourcing firms, providing services to international gaming companies while being licensed by PAGCOR.

PAGCOR chair and CEO Alejandro Tengco assured foreign business groups that the agency will continue advocating for special class BPOs growth in the country.  

These must maintain a 95 percent Filipino workforce, ensuring high-quality jobs with above-industry salaries.

Management’s view 

“We recognize the immense contribution of the SCBPOs in creating thousands of jobs for our countrymen, and we thank our foreign investors for recognizing the unique talent of our workers who provide excellent outsourced services for them,” Tengco said in a statement. 

“The only difference from regular BPOs is that SCBPOs support the operations of legitimate gaming companies overseas, many of which are listed firms, by providing human resource, marketing, graphic design, accounting, and other back-office work,” he added.
